On Craft:

If the crafted equipment has the Ice tag, it summons Blizzards at random locations when you manually cast an Ice spell

If the crafted equipment has the Lightning tag, it summons Storm Clouds at random locations when you manually cast a Lightning spell

The number of clouds created is equal to the spell's level

The damage and duration of the clouds scale with the equipment
